The Jean Monnet programme contains three distinct key activities:

Erasmus Mundus is a cooperation and mobility programme in the field of higher education for: 􀀹 the enhancement of quality in European higher education; 􀀹 the promotion of the European Union as a centre of excellence in learning around the world; 􀀹 the promotion of intercultural understanding through cooperation with third countries as well as for the development of third countries in the field of higher education.

Tempus supports the modernisation of higher education and creates an area of co-operation in countries surrounding the EU. Established in 1990 after the fall of the Berlin Wall, the scheme now covers 27 countries in the Western Balkans, Eastern Europe and Central Asia, North Africa and the Middle East.

IREX is an international nonprofit organization providing leadership and innovative programs to improve the quality of education, strengthen independent media, and foster pluralistic civil society development.

Since the early 1990s, the Dutch Ministry of Foreign Affairs has had the 'Matra programme', which supports social transformation in Central and Eastern Europe. Matra supports fifteen different countries, including Ukraine and Moldova, in their transformation from totalitarian States into modern, democratic nations – multiform countries built on a constitutional foundation, where citizens may assume responsibility for shaping the society in which they live. The basic concept behind Matra is to strengthen institutions in the target countries by way of twinning with institutions in the Netherlands.

The European Neighbourhood an Partnership Instrument (ENPI) is the initiative of the European Commission, aiming at developing the cooperation between the European Union and the partner countries by ensuring the integrated and sustainable regional development
